The City of Williston is accepting applications for the position of Human Resource Director Pay
Grade: 10. Bachelor's degree from an accredited college or university with major course work in Human Resources , Organizational Development, Business Administration,
Public Administration, or related field, and at least five (5) years of progressively responsible management or supervisory experience in the human resource field. or an equivalent combination of education, training and experience which provide the required knowledge, skills and abilities.

Public sector management experience in local government is desirable. Municipal experience with labor unions is desirable.

EXAMPLE OF JOB FTINCTION:
Serves on the Executive Management team and works as a strategic partner with
Charter Officers/designees, department directors, and the City Council, as appropriate.
Develops, delivers, and monitors appropriate and effective HR processes, practices, and services citywide.
Recommends and implements appropriate organizational structure, staffing, classification, and compensation.
Responsible for ancl recommends direction and strate gy for the negotiation and administration of all citywide coliective bargaining agreements. Responsibie for effective labor relations City-wide.
Provides oversight to all employee relations activities within the city, assisting management in the development and delivery of all employee disciplinary actions.
Directs or conducts management investigations in response to complaints or allegations of improper conduct.
Resolves disputes concerning application or interpretation of policies and

procedures.
Acts as the custodian of employee personnel files and maintains personnel records through appropriate systems, forms, procedures, and methods of recordkeeping.
Develops and distributes appropriate management reports and metrics relative to employees and employment.
Ensures that all HR policies and practices comply with all applicable Federal,
State and local laws, ordinances, rules, and regulations; and ensures that managers, supervisors, and employees are in compliance with these policies and practices.
Responsible for employee benefit programs and all lines of liability and workers' compensation insurances.
Prepares, submits, and monitors annual departmental budget.
Communicates with the City Council, City Manager and other Charter Officers by providing periodic and on-request reports, and presentations.
Attends work on a continuous and regular basis.
Responsible for the supervision of the Customer Service staff.
