The Senior Manager of Patient Care Services Finance & Operations is responsible for the review, analysis and evaluation of management systems and programs within Patient Care Services. The incumbent coordinates with Patient Care Services leadership to ensure effective and optimum utilization of personnel, fiscal and material resources. The role requires expertise in systems design and evaluation, and financial management. Directly supervises the administrative staff and operations of the Nursing Staffing Office. Directly oversees the Operations Manager and Nursing Acuity Coordinator. Monitors staffing optimization performance and reports data to outside sources when necessary, staff scheduling, and patient throughput. Conducts root cause analysis, identifies improvement opportunities and leads or supports process improvement.

The Senior Manager has primary responsibility for coordination and implementation of fiscal processes and budgets and is responsible for the framework of processes and procedures used to ensure that PCS can achieve its objectives. The Senior Manager creates structures and enables system performance through a process of continuous improvement, supporting others in completing activities, developing auditing tools for corrective action as well as special project management for PCS. The Senior Manager provides leadership and staff support to the 70+ departments in Patient Care Services in the areas of personnel policy and practice. As a member of the Patient Care Services executive team, the Senior Manager shares the responsibility of providing the organizational direction necessary to effect positive change and promote excellence for Patient Care Services.

PRINCIPAL DUTIES AND ESSENTIAL FUNCTIONS:

Continuous Improvement:
  • Identification and management of key data sources needed to track demand and supply for staffing.
  • Develops and implements a framework for managing and continuously improving PCS policies, procedures and processes.
  • Contribute to the ongoing schedule analysis, daily staffing variances analysis and performance metrics monitoring and participates in/leads the discussions of staffing office with clinical directors.
  • Assist in preparing data for root cause analysis of staffing variances.
  • Designs, implements, and evaluates programs that support margin improvement activities.
  • Promotes innovation.
  • Designs and evaluates systems that remove barriers to promote efficiency.
  • Assists with support as it relates to the union contract, pay practice issues and inconsistencies of practice across the clinical departments.
  • Manages special projects for PCS executive committee.
Patient Care Organization:
  • Collaborates with other senior leadership in Patient Care Services, and with others, in the development of philosophy, goals, objectives, and programs.
  • Institutes organizational structures within area of responsibility, which provide efficient and effective support to the senior leadership and managers in Patient Care Services.
  • Provides information to Patient Care Services management, which allows comparison and contrast of systems and facilitates overall planning for the organization.
  • Assists with hospital and system-wide initiatives and projects with project management support and analysis as it impacts Patient Care Services departments.
  • Manages and supports several systems as it relates to PCS departments and staff, including Kronos Scheduling and Timekeeping, AcuityPlus (QuadraMed), Voalte Communication, AvaSys Virtual Monitoring, Patient Lyft Services, Mobile Text Scheduling, PeopleSoft and department position controls.
Planning:
  • Provides management information and analysis to senior management, which allows reasonable projections of activity for planning.
  • Utilizes resources and expertise of the hospital for improved data gathering and informational flow.
  • Communicates and collaborates with administration, finance, human resources, information resources, and other department on behalf of Patient Care Services to ensure availability, accuracy and timeliness of information related to patient care services.
  • Collect, collate and analyze PTO and non-productive time data.
  • Analyze key nurse staffing-related data using MS Excel and other electronic data sources.
  • Facilitate discussions with managers for guiding the development of balanced schedules per optimal modeling and PTO approvals across the various nursing units and the Float Pool.
Finance/Budget
  • Work to improve operating efficiency as needed to meet or exceed budget projections.
  • Monitor metrics to track the productivity and cost of staffing and reports this information to peers and hospital leadership.
  • Participate in discussions related to the development and administration of nursing unit personnel budgets in collaboration with the Nursing Directors/Associate Chief Nurses and the Finance Department.
  • Develops, implements, and evaluates management information systems, which assure effective financial management and efficient utilization of personnel, fiscal, and material resources.
  • Provides analysis of programmatic options to ensure optimum use of resources.
  • Maintains statistical data and provides on-going analysis of the cost of delivering patient care.
  • Works with other members of Patient Care Services leadership, members of Fiscal Department, and other departments to determine programs, trends and initiatives that can be predicted to affect resources.
  • Responsible for database for patient care services budgeted positions and changes to those positions.
  • Analyzes fiscal impact on resources of external and internal changes and develops strategies to address them.
  • Serves as a resource for matters related to finance and resource use for managers and administrators.
  • Responsible for PCS programmatic invoicing and purchasing, as well as agency/traveler invoicing.
Personnel Management
  • Develop and direct staff via developing clear job descriptions, reporting relationships, procedures and standards. Responsible for all personnel-related issues, benefits administrations, etc. for office staff in conjunction with the NWH HR department.
  • Supports the Nursing Staffing office, Nursing Acuity Coordinator and Operations Manager.
  • Serve as point person (site admin) for the nursing scheduling system.
  • Provide day to day problem solving with staff and nursing leaders.
Education
  • Actively teaches and consults to staff, faculty, and administrators on matters related to system design, budget, resource utilization, and personnel management.
  • Facilitates and assists with the onboarding and education of new nursing leaders.


JOB REQUIREMENTS:

A.Qualifications
  • Five years’ experience in hospital operations experience combined with BS/BA degree.
  • Graduate of MHA or MBA program preferred.
B.Skills and Abilities
  • Knowledge and experience in data analysis and statistics
  • Hands-on experience with Microsoft Excel (basic and advanced functions)
  • Excellent computer skills ; proficient in all current business applications and software, including Word, Excel, PowerPoint, etc.
  • Knowledge of Epic and AcuityPlus (QuadraMed) preferred
  • Knowledge and experience in overlapping with other disciplines
  • Knowledgeable of Performance Improvement process and techniques
  • Basic understanding of root cause analysis
  • Basic financial management skills related to planning, budgeting, forecasting, and reporting
  • Ability to gather and analyze financial performance data
  • Basic understanding of accounts payable/receivable processes
  • Able to construct a basic financial proforma including a cost benefit analysis
  • Effective oral and written communication skills
  • Ability to construct verbal and written messages for a variety of audiences, including executives, managers, subordinates and consultants

SUPERVISORY RESPONSIBILITY:
Directly supervises Staffing Coordinators (approximately 4.0 FTE), Nursing Acuity Coordinator, Operations Manager, and Operations Supervisors (4 FTE).

WORKING CONDITIONS:
Employee will be working in a general office environment located on NWH campus. Infrequent travel to off-site locations and other PHS entities is required. This position has the opportunity to work hybrid (both on and off campus)
