Our client is a leading refiner in the United States and has gained a reputation as one the safest facilities in the industry. Our client a has identified an immediate need for a Refinery Procurement Manager at the manufacturing complex. The Procurement Manager is responsible for the procurement of materials and services for the refinery.

Headquartered in Houston, Texas, our client a recognized leader in the refining industry with a well-known brand. Our client operates three refineries located in Corpus Christi, Texas; Lake Charles, La.; and Lemont, Ill., and wholly and/or jointly owns 45 terminals, nine pipelines and three lubricants blending and packaging plants. With approximately 3,400 employees and a combined crude capacity of approximately 769,000 barrels-per-day (bpd), They are ranked as the sixth-largest, and one of the most complex independent refiners in the United States. Our client transports and markets transportation fuels, lubricants, petrochemicals and other industrial products and supplies a network of approximately 4,600 locally owned and operated branded retail outlets in 30 states and the District of Columbia.

The Lake Charles Refinery is the seventh-largest refining facility in the United States and has gained a reputation as one of the safest facilities in the industry. As the largest of their three refineries, the Lake Charles Refinery consists of a modern, deep-conversion facility with a crude oil refining capacity of 425,000 barrels per day (bpd).

YOUR ROLE WITH THE COMPANY:
As a Refinery Procurement Manager responsibilities will include:

  • This role supervises other procurement professionals to ensure that refinery procurement policies and procedures are applied in obtaining quality goods and services.
  • Responsible for meeting the internal customer’s requirements using best-in-class strategic sourcing tools and techniques to identify, qualify, solicit, select, and negotiate with vendors. Strive to obtain materials and services at the best value for the refinery with consideration given to cost, safety, quality, reliability, and delivery requirements, per customer's need.
  • Interact regularly with other refinery departments, their management, and external vendors. Assist in the management of the purchasing and warehouse functions in order to achieve the lowest total cost of ownership of purchased goods and services.
  • Perform environmental technical review of proposed projects, track new and proposed legislation and regulations. Monitor and verify that proper sampling, testing and analytical techniques are used to assure the reliability of data available for environmental regulatory reporting and performance evaluations.
  • Provide advice and counsel to site management for all procurement activities
  • Work with other site departments and corporate support to improve the complete procurement process so that the process becomes more effective in accomplishing requirements of internal customers and ensuring proper business controls
  • Manage the procurement and warehouse activities to ensure the needs of internal customers are met. All such activities will be conducted in the most effective manner possible with focus on delivering all goods and services to the internal customers at the lowest possible total cost of ownership, considering purchase price, quality, reliability, delivery, safety, and other items required by the internal customer.
  • Develop or oversee the development of the most appropriate sourcing strategy for key services and materials: Present recommended sourcing strategies to Procurement, customer management teams and approval committees as required; Using strategic sourcing tools, lead the solicitation of suppliers' bids, negotiation, and execution of large service and key material contracts as required; Analyze proposals, negotiate terms, and award the business fairly; Perform all steps necessary to prepare and release an RFP or RFQ; Assist user/requestor in developing specifications and/or requirements and pertinent objective technical evaluation matrices.
  • Work with other sites and corporate to find, evaluate, and implement opportunities which will create value for the corporation. These opportunities can include the following: Master supply agreements and outline agreements that can be leveraged across CITGO and affiliates; Procurement best practices that reduce transaction costs or create value in other ways; System enhancements that allow for more effective transactions or information distribution; Coordinate communication between refinery and corporate to ensure alignment of objectives and proper levels of involvement is attained; Supervise and develop personnel in the procurement and inventory management groups; Ensure compliance with company policies and procedures and utilization of approved sourcing techniques and tools in support of strategic goals and objectives; Review and approve major expenditures, bids and blanket orders, and coordinate finalization of agreements.

BACKGROUND PROFILE:

  • Bachelor's Degree plus 10 years of procurement or related industrial experience required, OR
  • Certification in Purchasing or Supply Chain Management plus 10 years of procurement or related industrial experience required, OR
  • 14 years of procurement or related industrial experience required in lieu of degree or certification
  • Training in negotiation techniques
  • Sourcing, procurement and inventory control techniques
  • Working knowledge of purchasing system (SAP or other)
  • Good analytical skills
  • Strong communication skills
  • Experience writing contracts for materials/services
  • Computer Skills: SAP, CMS, Word, Excel, PowerPoint; GEP Smart or similar e-Procurement solution experience and Power BI preferred
  • Hourly employees must be qualified as a temporary supervisor according to the Supervisor Development Process (OSDP, MSDP, or LSDP) and meet minimum qualifications listed above.
  • Valid driver's license
  • Candidates must be able to obtain a TWIC (Transportation Worker Identification Credentials Card)
  • Legally authorized to work in the US.

COMPENSATION:

  • Competitive Based on Experience

Job Type: Full-time

Pay: $135,000.00 - $160,000.00 per year
