The Department:
The mission of the Department of Race and Equity is to address all forms of disparities experienced by individuals in San Diego. The department will intentionally create a culture of inclusivity by advancing equitable outcomes; dismantling policies, procedures, and budget decisions that perpetuate inequity and systemic racism.
The department is charged with addressing disparities by providing employees with standards, expectations, and learning development sessions to guide daily interactions with community members to sustain equitable outcomes that enhance City services. The department will provide technical assistance to every City department to utilize tools to design equity into City policies, initiatives, budget decisions, and programs.

The Position:
Race & Equity Program Coordinator(s) will report directly to a Race & Equity Program Manager. The Race & Equity Program Coordinator(s) will develop content and facilitate trainings, workshops, and programs focused on advancing racial equity and inclusion within the City of San Diego. These positions will monitor training results within the learning and development plan and will provide technical assistance for City departments to operationalize equity. These positions will help City departments develop equity-driven strategies and specific tasks for increased equity by designing content and practices that promote equitable outcomes. The primary focus for these positions is in two distinct areas:
Learning and Development: Design and facilitate trainings on racial equity and inclusion with a curriculum that contextualizes historic oppression, systemic racism, and implicit/explicit biases to guide City departments on building equitable outcomes. Develop tailored modules to scaffold learning for employees to address any type of inequity and systemic racism within institutions and systems.- Equity-Centered Coaching (ECC): ECC is based on an inquiry-driven approach that leads to action and strategy development by providing support to City departments to execute Tactical Equity Plans. ECC focuses primarily on inequity and systemic racism, in addition to taking a holistic approach to incorporate all levels of diversity to ensure the advancement of equitable outcomes to eliminate disparities. City departments are paired with a Race & Equity team member who guides them through a process to achieve Citywide equity goals.
The Race & Equity Program Coordinator(s) will assist with executing internal training and coaching to promote equity work by:
- Continually updating customized, equity-focused trainings for City departments, Mayoral appointees, and City Council offices.
- Coordinating a race, equity, and social justice academy for City employees.
- Creating additional training modules that promote consciousness around systemic racism, social justice and addressing inequitable outcomes to remove disparities.
- Maintaining training equity dashboards and usage reports.
- Researching best practices to enhance training content.
- Contributing to the ongoing development of inter-departmental Equity Plans.
- Utilizing accountability and reporting structures to depict department progress.
- Coordinating and conducting community race, equity, and social justice trainings.
- Sharing progress/growth and coordinating with colleagues leading other equity initiatives.
- Supporting the City of San Diego’s advancement towards Citywide equity goals.
- Performing other related duties of a comparable level/type, as assigned.
The Department of Race and Equity is seeking an employee with high emotional intelligence and strong interpersonal social skills that include the following:
- Self-awareness: Ability to recognize and understand how addressing personal emotions and experiences with systemic racism is a critical part of this position, which includes being aware of the effect of our individual actions and behaviors within larger systems.
- Self-regulation: Ability to recognize your own emotions and the impact you have on others; display emotional intelligence to regulate and manage emotions when navigating topics related to systemic racism and anti-blackness. Self-regulation includes being flexible, adapting well to change, managing conflict, and diffusing tense or difficult situations.
- Social Skills: Ability to put information to work in daily interactions and communications, develop a strong rapport with leaders/colleagues, and deploy active listening communication skills.
- Empathy: Ability to understand how others are feeling and recognize various emotional states. Being empathetic also means understanding the power dynamics that often influence social relationships and recognizing how these forces influence feelings and behaviors in different situations.
- Education: Bachelor's degree in a related field from an accredited college or university AND three (3) years of demonstrated success in the administration of community, government, educational, or social justice programs.
- Experience: Two (2) years of experience in a learning and development environment.
- Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education, as we value experience and knowledge outside of obtaining a formal degree.
- Additional appropriate experience may be substituted for the minimum education requirements.
The ideal candidate will possess the following qualifications:
- Possess two-four (2-4) years of direct experience in creating and conducting anti-oppression, systemic and structural racism, and explicit/implicit bias training content.
- Demonstrate background and experience in successful delivery of equity training and developing practical tools.
- Understand equity-driven opportunities unique to the City of San Diego.
- Have experience incorporating equity and inclusion initiatives in a variety of sectors, which may include (but are not limited to) universities/colleges, foundations, nonprofits, government, and businesses.
- Demonstrate background and experience in understanding and navigating structural and institutional racism.
- Have experience creating effective training modules and facilitating large group workshops in person and on virtual platforms.
- Be thoughtful about communicating with varied stakeholders who may need individualized approaches related to their cultural, religious, and social characteristics and values.
- Be diplomatic, patient, and able to maintain respectful environments during difficult conversations and situations.
- Perform other related duties of a comparable level/type, as assigned.
- Understand their role as a public servant committed to all San Diego community members.
- Strong quantitative analytical abilities, including a thorough understanding of common data analysis tools and programs.
- Excellent writing and communication skills.
- Strong interpersonal skills.
- Ability to communicate complex and technical information in a simple, clear, and straightforward manner, including the use of graphs and tables as needed.
- Ability to communicate effectively to different audiences, including elected officials, various levels of City management and members of the public.
- Ability to comprehend technical details and understand how they relate to and impact the “big picture”.
- Ability to work both independently and as part of a team in a fast-paced, high pressure environment with tight time constraints.
- Interest in municipal activities and services and how they impact the community.
- Highly ethical and objective, with the ability to navigate in a political environment without being political.
- Energetic and motivated with the ability and desire to take initiative.
This position is eligible for participation in the City’s Flexible Benefits Plan, which offers several benefit plan options or a taxable cash option; $50,000 in City-paid life insurance; paid annual leave accruing at a rate equivalent to 22 days per year for an employee’s first 15 years of service. Pre-Employment Requirements:
Employment offers are conditional pending the results of all screening processes applicable to the position, which may include but are not limited to the following: confirmation of citizenship or legal right to work in the United States; completion of a pre-employment medical review/exam (which may include drug/alcohol testing); reference checks; confirmation of COVID-19 vaccination; and fingerprinting. Fingerprints will be submitted to the Federal Bureau of Investigation and the California Department of Justice for a conviction record report. Certain positions may require additional screening processes which may include a polygraph examination and/or background investigation. All of these processes must be successfully completed before employment begins. COVID-19 Vaccination Requirement:
- Candidates may need to be fully vaccinated against COVID-19 by their start date in accordance with City policy. “Fully vaccinated” means a person has received, at least 14 days prior, either the second dose in a two-dose COVID-19 vaccine series or a single-dose COVID-19 vaccine. Acceptable COVID-19 vaccines must either be approved by the U.S. Food and Drug Administration (FDA) or authorized for emergency use by the FDA or the World Health Organization. Candidates who receive a conditional job offer may be required to provide proof of their COVID-19 vaccination at the time of their pre-employment fingerprinting appointment with the Personnel Department.
