The Opportunity: Reentry Program Director

As the Pathway Home Program Director you will manage an employment and supportive service re-entry program for individuals as they transition back to the community from incarceration with the Essex County Sheriff’s Department (ECSD). As Program Director, you get to lead an incredible team of case management and employment staff and work with our community partners, such as the Essex Country Sherriff’s Department, MassHire and North Essex Community College to end the cycle of recidivism.
The Program Director will empower currently and formerly incarcerated men and women to realize their potential and lead our service delivery both behind the walls and in the community. This position oversees the delivery of high quality, timely, professional services including intake, assessment, goal development, reporting, employment placement and supportive services. The Program Director is accountable for budget oversight, hiring, and supervision of staff, reporting, compliance, and development of collaborative relationships with funding sources and program partners to advance the effectiveness of the Pathway Home program. You’ll report to the Vice President of Workforce Development and Housing Services, serving as a thought partner and innovator.
Program Director Key Responsibilities:
- Oversee staff management and scheduling, client flow, client satisfaction, budget management, personnel management and development, and ensuring compliance with VOAMASS policies and protocols.
- Collaborate with Case Managers to ensure that participants receive services that support attainment and maintenance of employment.
- Ensure employee hiring, credentialing, orientation, ongoing performance appraisal and supervision occur in a manner consistent with agency standards.
- Ongoing training and coaching of staff to ensure continued understanding and compliance with program expectations, successful delivery of services and integrity of data collection.
- Ensure that clients receive services that support continued employment and community reintegration; addressing assessed needs, promoting healthy decision-making, securing financial independence and encouraging positive relationships.
- Maintain data integrity and provide accurate reporting on program activity. Utilize internal client database system (CareLogic) and Department of Labor required systems to track, monitor and report necessary data and demographic information. Assure timely entry of and reporting of required data and outcomes.
- Utilize analytical skills to identify and understand broader department or program issues and challenges to achieve desired outcomes. Continuously develop ideas for positioning the program for long-term success.
- Establish and maintain excellent relationships with clientele, internal and external stakeholders. Maintain effective collaborative working relationships with Essex County Sherriff’s Department, Department of Labor and various funders/community stakeholders.
- Organize, plan, and prioritize work in a fast-paced work environment to achieve goals in a timely fashion.
- Demonstrate creativity and resourcefulness to identify and secure the necessary internal and external resources to ensure efficient and effective execution of program initiatives.
- Interact and collaborate with the senior/leadership levels of staff and officials within and outside immediate one’s own program.
- Participate in program and professional supervision, attend and facilitate required staff meetings and trainings, and contribute to team-based collaborative planning.
- Ensure the maintenance of accurate, complete, timely and high quality participant records that comply with external regulatory standards and agency policy and procedures.
- Keep supervisor informed of day to day activities, significant events or conditions impacting participant and/or staff well-being, team safety and office operations
- Complies with 42 CFR confidentiality and HIPPA privacy and security regulations
- Works cooperatively with other staff as a member of the interdisciplinary team.
- Other duties as needed and requested.
The Program Director role is about making a difference in the lives of the people we serve. As Program Director, you will bring the following qualifications:
- Bachelor’s degree in psychology, rehabilitative counseling, or related human service field, preferred. However, equivalent experience can be substituted for degree requirement.
- A minimum of five (5) years supportive case management/community outreach experience, or equivalent.
- A minimum of three years in a supervisory position.
- Knowledge of working with vulnerable populations including those who have experienced mental health, substance use, co-occurring disorders, justice involvement, veterans, etc.
- Proficiency in Microsoft Office as well as exceptional written and verbal communication skills.
- Experience and/or knowledge of corrections or re-entry field.
- This position will require independent travel between worksites, thus requires a valid Driver’s License and insurance coverage on personal vehicle at all times during employment.
- Must be able to satisfactorily pass ECSD background clearance process including attending the required week long orientation through the correctional facility.
