Office/Unit/Project Description

The United Nations Volunteers (UNV) programme contributes to peace and development through volunteerism worldwide. We work with partners to integrate qualified, highly motivated and well supported UN Volunteers into development programming and promote the value and global recognition of volunteerism. UNV is active in 160 countries every year. UNV is administered by the United Nations Development Programme (UNDP). UNV is headquartered in Bonn, Germany, with a field presence comprising 6 regional offices and 50+ field units.

The Human Resources Section (HRS) provides a full range of HR services to the organization and its workforce. Within HRS, the Capacity Development Team (CDT) leads the design and delivery of learning programs and services for UN Volunteers serving with the UN system globally. As part of their assignment, UN Volunteers can access learning programmes and services which include online learning platforms and content (e.g. UNV e-Campus, onboarding portal, Linkedin Learning, Coursera, etc.). Workshops, face-to-face trainings are regularly offered to specific target audiences in virtual and onsite formats. UN Volunteers also benefit from peer-to-peer learning activities, webinars and individual coaching opportunities. In support of its UN partners, donors and other stakeholders CDT also delivers capacity development and learning programmes tailored to specific initiatives.

Institutional Arrangement

The Learning Coordinator reports to the Team Leader, Capacity Development, and works closely with the rest of the CDT and as a member of the Human Resources Section. For specific projects, they may also report to the Learning Specialist in the team.




Duties and Responsibilities


Scope of Work

Planning and design of virtual and onsite learning activities

  • Training needs analysis at the start of the project, in collaboration with Subject Matter Experts
  • Definition of learning strategies and development of ‘fit-for-purpose’ training methodologies and approaches to meet volunteer learning needs and contexts
  • Definition of the design concept, the course evaluation strategy, and coordination to ensure approval by all stakeholders and partners
  • Coordination of content production and validation across all stakeholders
  • Design of the learning programme according to the prototyping principles, and using participatory learning approaches to enhance knowledge and skills unique to each learning activity
  • Identification and application of alternative and sustained learning approaches that can be applied outside formal training sessions
  • Coordination of reviews, validations and piloting
  • Performance of overall project management, including communication, timeline management, quality, and scope control (content, budget, timelines, and objectives)
  • Recommendations to improve existing training plans and methodologies in line with UNV’s broader capacity building objectives
  • Support in the development and review of training materials

Delivery of virtual and onsite learning activities

  • Facilitation and co-facilitation of in person, virtual and blended learning events in close cooperation with subject matter experts and the capacity development team
  • Contract management and allocation of service providers / consultants for timely delivery of workshops in close collaboration with the Capacity Development Associate
  • Smooth delivery of learning events and promotion of a conducive learning environment during virtual and in-person workshops
  • Supervision of logistical administrative and technical aspects and problem-solving focal point in case of emerging issues
    Coordination of the agenda and the co-facilitators during delivery
  • Timely preparation of all supporting documents and administrative arrangements required to ensure the smooth delivery of the workshops and learning activities.

Co-ordination of facilitators in preparation of assigned workshops

  • Expert guidance to procurement activities to select facilitators for specific workshops
  • Planning of the timetable of facilitators to ensure coverage of multiple workshops
  • Communication with the team of facilitators leading up to the workshop
  • Organization of working sessions with facilitators to finalize the agenda and sessions
  • Maintenance and update of facilitators’ guides and support materials

Execution of workshop preparation activities.

  • Promotion of the learning event using all appropriate channels
  • Communication with all stakeholders
  • Coordination of nomination process and registration of participants
  • Preparation of activities to ensure accurate reporting and participation tracking.

Evaluation of workshop activities.

  • In collaboration with the Team Lead, CDT, definition of objectives at different evaluation levels
  • In collaboration with the Team Lead, CDT, drafting of the surveys for pre, during and post-training assessments, accounting for level 1-4 learning evaluation when possible
  • Data collection, analysis, reporting and suggestions based on evidence
  • Drafting of workshop and other related reports as required
  • Advice, when appropriate, on new strategies, methodologies, and tools for trainings

Knowledge sharing

  • Development and presentation of progress and lessons learnt at relevant key meetings

Minimum Qualifications of the Successful IPSA


Min. Education requirements


  • Bachelor’s or Master’s degree in education, social sciences, political sciences, law, public or business administration, or related fields;


Min. years of relevant work experience

  • 5 years (with Master’s degree) or 7 years (with Bachelor’s degree) of relevant professional experience in sustainable development, preferably within the United Nations, and/or in learning and development, training design and delivery, new learning technologies, or related field.


Required skills

Experience in:

  • Designing and implementing learning solutions that are accessible and inclusive, using a variety of delivery methods
  • Planning and facilitating virtual and in-person workshops and events.
  • Using virtual collaboration tools such as Zoom, MS Teams or similar software;
  • Coordination of multiple stakeholders in an international context.

Experience in:

  • Designing, developing, implementing strategies to measure impact of learning programmes is desirable;
