Office/Unit/Project Description:

UNDP isthe knowledge frontier organization forsustainable development in the UN Development System and serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs). UNDP’s policy work carried out at HQ, Regional and Country Office levels, forms a contiguous spectrum of deep local knowledge to cutting-edge global perspectives and advocacy. In this context, UNDP invests in the Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan. Working in support of the Regional Bureaus, the GPN also aims to provide rapid and integrated support to UNDP country offices, combining policy advice, technical expertise, financial resources, agile tools and procedures, and partnerships. Within the GPN, the Crisis Bureau guides UNDP’s corporate crisis and fragility-related strategies and vision for crisis prevention, response and recovery and lead corporate support in response to crisis.

Within the GPN, Crisis and Fragility Policy and Engagement Team (CFPET) coordinates and ensures policy coherence and integration across the CB; coordinates and ensures cross-pillar coherence on thought leadership, knowledge management, and learning in CB; supports CB leadership in fostering strategic partnerships and supports CB leadership and the Joint Directorate with the coordination of partnerships and engagement in CB

Institutional Arrangement:

The Junior Research Officer reports to the Programme Specialist. S/he will collaborate with other colleagues across the Crisis and Fragility Policy and Engagement Team in New York, Geneva and Brussels, and will also collaborate and coordinate closely with different substantive teams within the Crisis Bureau and the wider GPN, as relevant.




Duties and Responsibilities


Scope of Work:

The Junior Research Officer will be providing the research, design and coordination support to the risk-informed multidimensional analysis and provide support for the Nexus Academy. Key duties and responsibilities will include :

Research and design of risk-informed multidimensional analyses

Support and undertake desk-based research on specific fragile situations and conflict affected countries to support the development of systems analysis ‘briefing packs’ and organisation of in-country multi stakeholder workshops.

Coordination of design of risk-informed multidimensional analyses and workshops

Support communication with internal and external stakeholders and, if necessary, the organisation, preparation and administration of meetings, workshops and in-country multi-stakeholder workshops.

Support the Nexus Academy facilitation and knowledge management

  • Support the design, production and knowledge management of relevant materials
  • Support in the preparation, coordination and facilitation of the Nexus Academy including the preparation of agendas, participant lists and liaising with participants and speakers on technical, administrative and logistical requirements.
  • Provide any other type of relevant support for the Nexus Academy

Communications and organisation for the Nexus Academy:

  • Contribute to the communications packaging and presentation of the multidimensional analyses, including inputs into the development and design of materials.
  • Support the development of communications products on UNDP’s work in the HDP Nexus
  • Other tasks as designated by the Porgramme Specialist

Minimum Qualifications of the Successful IPSA

Min. Education requirements


Master's degree in social policy, public policy, politics, economics, development studies, international relations, peace and conflict studies, or a related area.


Min. years of relevant

work experience


At least 1 year of relevant experience of research, analysis and writing on crisis/fragile situations and on the Humanitarian-Development-Peace Nexus.


Required skills


  • Demonstrable understanding of conflict and fragile situations
  • Excellent interpersonal skills and ability to operate and deliver in a complex and multicultural environment
  • Good knowledge and understanding of humanitarian, development and peacebuilding strategies, processes and structures


Desired skills in addition to the competencies covered in the Competencies section


  • Previous experience with the UN/UNDP would be an advantage;
  • Practical experience in supporting the organization of virtual and in- person meetings with various stakeholders, including compiling and organizing background information is desirable
  • Practical research experience related to conflict and fragile situations;
  • Previous experience in setting and maintaining knowledge management databases is desirable


Required Language(s)


  • Fluency in spoken and written English and French. Working knowledge of other UN language desirable.
