General Accounting & Reporting Manager Job at Virginia VA Retirement System
The Virginia Retirement System (VRS) is looking for an experienced finance professional to serve as the General Accounting & Reporting Manager.
Under the direction of the Controller, this position is responsible for ensuring the accuracy of financial data recorded in the agency’s financial ERP system. The role ensures that the reporting needs required of VRS are met, in order to meet financial reporting requirements and to provide stakeholders with information on the financial health of the various retirement plans.
Additionally, this position reviews the work of other staff and provides assistance to other departments as needed. The incumbent participates in month-close tasks by performing reconciliations and journals.

Essential functions include but are not limited to:
- Manages staff within the General Accounting department, providing leadership, mentoring, and coaching for staff development and succession planning.
- Reviews general ledger entries and miscellaneous cash deposits entered into the financial ERP system as part of the workflow process.
- Oversees and administers the billing and accounting for the Commonwealth of Virginia’s Line of Duty Act program.
- Works closely with the Investment Accounting Manager, Controller and CFO to review and implement changes required by GASB.
- Oversees month-end and year-end close processes to include preparation of annual financial statements and preparation or review of financial schedules to be provided to the Commonwealth of Virginia for inclusion the Commonwealth’s ACFR.
- Administers the annual ACFR reporting, and lead the annual GASB reporting process. Provide financial data to actuary team required to perform annual valuations of pensions and OPEBs.
- Builds new and ad hoc reports as needed.
- Reviews quarterly disbursement taxes associated with retirement benefit payment.
- Provides assistance to other departments as they encounter ERP issues or questions.
- Performs fund reconciliations and journals as part of month close.
- Assists internal and external auditors in their review and audit of VRS financial transactions and supporting documentation. Minimizes audit points related to accuracy of VRS financial records and safeguarding of VRS assets.
- Performs special accounting projects and other duties as assigned.
- Participates in cross-hierarchal teams and contribute to improving services across agency lines.
- Effectively works with all levels of management and staff to improve processes and procedures.
- Acts as the financial management system Security Administrator. This includes responsibility for all general ledger system software upgrades or replacements.
Minimum Qualifications
The desired candidate will possess a bachelor’s Degree in Accounting and five (5) years leadership experience in accounting in a complex financial organization.
Certified Public Accountant ( CPA ) license required.

Preferred Qualifications
Previous experience with
Annual Comprehensive Financial Reporting (
ACFR
) reporting.
Experience in government accounting and in reporting issues for public pension and other post-retirement benefit (OPEB) plans.
Proficiency with MS Office products, particularly in Excel, including the ability to create and use pivot tables.
