General Summary:
The Financial Planning Systems Analyst position is responsible for designing, developing, and maintaining budget systems to meet Dallas Area Rapid Transit’s (DART) budgeting, business analysis, and reporting needs. This position performs system administration of budget software IBM Planning Analytics, collaborating with Business Stakeholders and subject matter experts to design, develop and support IBM Planning Analytics, IBM Planning Analytics Workspace (PAW), TM1 Web, Contributor, and Planning Analytics for Excel (PAX). This position also serves as the primary Financial Planning & Analysis (FP&A) administrator for cross-functional budget and financial systems, for instance, Masterworks, Lawson, and Workday. Additionally, this position will be the FP&A lead for any new system implementations, and integration with the Information Technology department. This position will play multiple roles, including data architect, report developer, modeler, programmer, administrator, end-user trainer/mentor, and other duties as assigned.
Essential Duties and Responsibilities:
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Develop and maintain Dimensions, Cubes, Rules, and Application Security in IBM Planning Analytics
- Advises and leads workshops with stakeholders and subject matter experts to facilitate the design and development of budgeting systems
- Optimize models, create and maintain processes and chores, and develop forms within IBM Planning Analytics
- Advise on best data input and data collection methods across all platforms
- Create customized financial reporting (routine, cross-system, and ad hoc)
- Generate data extracts for integration and/or utilization by EPR systems employed by DART
- Perform unit and integration testing and participate in report validation and QA efforts
- Participate in the establishment of long-range goals and objectives for financial planning and budgeting financial systems
- Serves as FP&A lead for all new system procurements, integrations, and maintenance
- Develops and facilitates routine training for all financial budgeting systems and creates standard operating procedures
- Performs other related duties as assigned
MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below-stated minimums excluding High School Diploma, GED, Licenses, or Certifications.
- Bachelor’s Degree from an accredited college or university in Business Administration, Finance, or a related field.
- Four (4) years of progressively responsible experience in a financial, accounting, or budgeting environment including two (2) years of experience working with IBM Planning Analytics for financial reporting.
- Pass a physical (medical) examination that includes a drug screen in order to operate DART non-revenue vehicles.
- Proficiency with personal computer (PC), client-server, internet/intranet, and software applications such as word processing, spreadsheet, and database.
- Ability to work independently to reach goals set by management.
- Ability to gather user requirements, create gap analysis, ensure development tasks meet user requirements, properly test and resolve issues and prioritize development.
- Ability to be dedicated to meeting the expectations and requirements of internal and external customers.
- Ability to write clearly and succinctly in various communication settings and styles.
- Ability to make good decisions based upon a mixture of analysis, wisdom, experience, and judgment.
- Ability to use rigorous logic and methods to solve difficult problems with effective solutions.

REPORTING RELATIONSHIP:
Reports to AVP Financial Planning and Analysis
WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
