The Community Schools Specialist will provide leadership for the coordination of Community School efforts to support schools in improving academic outcomes for students and deepening efforts to engage and support families and communities with the explicit goals. Ensures all schools fall along the City Schools' continuum—Engaged, Partnership and Full-Service Community Schools as described in the Board approved Community School Policy and Regulations.

Essential Functions
  • Oversees and conducts professional development and training to City Schools' school-based staff to build the capacity of school leaders to work more effectively with parents and community stakeholders in efforts to remove barriers to academic success.
  • Provides oversight and general knowledge that helps school staff and families design and execute effective programs to meet the needs of students and families in school communities.
  • Monitors and assesses the implementation of strategies, to include supporting school-based teams, that include school staff, Community School Coordinators, lead agencies and families, to assess progress on meeting identified goals aligned with district priorities through a continuous improvement process that connects to local and national best practices.
  • Leads a district interdisciplinary committee focused on the successful implementation of Community Schools, elevating best practices, reviewing relevant data and drive improvement strategies for school communities.
  • Represents City Schools on the city-wide Community School Steering Committee initiated through the Community Schools Board Policy and co-chaired by the Local Management Board.
  • Serves as the liaison between City Schools, Mayor's Office, the Local Management Board for Baltimore City and all community-based organizations that serve as lead agencies for Community Schools. Primary responsibilities include, but are not limited to, supporting and managing Community School (CS) programs.
  • Reports to the Family Engagement Manager and facilitates the implementation and management of programs and activities within the scope of the Community School (CS) strategy.
  • Oversees programs, services, activities, and events that will help improve student success while fostering stronger family ties and school-community cohesion.
  • Performs and promotes all activities in compliance with equal employment and nondiscrimination policies; follows federal laws, state laws, school board policies and the professional standards.

Desired Qualifications
  • Bachelor's degree in education, social work, health, or related field. Master's degree preferred. Degree must be from an accredited college or institution.
  • Three years of administrative experience, school partnerships or community building/organizing.
  • Experience in program planning, implementation, evaluation and organizational support to include working with Title I schools.
  • Knowledge of Title I mandate and ESSA.
  • Knowledge of best practices in the field as well as other relevant federal, state, and local rules, regulations, programs/policies and utilizing proper application of diagnostic tools.
  • Knowledge of national Community Schools' standards and best practices including strategies that work to align school day and Out of School Time efforts.
  • Strong interpersonal skills: ability to effectively interact with a diverse population.
  • Ability to independently construct comprehensive assessments.
  • Ability to use measurable and verifiable information for resolving problems and facilitating decision-making processes.
  • Excellent organizational and project management skills. Ability to manage situations with tact, diplomacy, understanding, and fairness.
  • Demonstrated leadership ability and effective verbal and written communication skills.
  • Ability to maintain confidentiality of information in accordance with professional standards, HIPAA (Health Information Portability & Accountability Act) and FERPA (Family Education Rights and Privacy Act) and state regulations.
  • Ability to independently review and authorize documentation of others for reimbursement or grant submissions.
  • Ability to work with a team, as well as with individuals and/or families from diverse ethnic, racial, and social-economic backgrounds.
  • Proficient in information technology work processing, spreadsheets, and databases.
